Their diverse staff has experience working and living throughout the world and has developed extensive subject matter expertise on global issues. All program managers and core personnel are full-time employees and the use of subcontractors is limited to situations where local area knowledge or highly specialized skills are warranted. Subcontractors always work under the direct supervision of program managers and other lead personnel.
